Seismic Quality Supervision and Test Center ofTelecommunications Equipment for Information Industry

STCTE is administratively affiliated with CATR, it is a technology institution which specializes in anti-seismic test standards setting of telecommunications equipment, study of the communication testing technology and vibration testing technology and conduction of the seismic quality supervision and test of telecommunications equipment, provides technique support to the anti-seismic work of the information industry.

STCTE is formerly known as the ‘anti-seismic laboratory of telecommunication equipment’ authorized by Ministry of Posts and Telecommunications in 1987, whose main task was to provide the communication equipment’s mechanical structure design with data and improvement program and provide the operating enterprise with seismic strengthening design scheme of the communication equipment. In 1990, ‘anti-seismic laboratory of telecommunication equipment’ renamed ‘China telecom construction 1st engineering bureau anti-seismic institution’. In December 1997, the former ministry of posts and telecommunications authorized the anti-seismic institution to found ‘seismic test center of ministry of posts and telecommunications’ to undertake post and telecommunication anti-seismic research, assist the ministry of testing telecommunication equipment’s anti-seismic performance and seismic strengthening conditions, provide technical support to the anti-seismic work of the ministry. In May 2000, it renamed ‘Quality Supervision and Test Center for Anti-seismic Performances of Telecommunications Equipment, MII’. In June 2011, approved by MIIT, it renamed ‘Seismic Quality Supervision and Test Center of Telecommunications Equipment for information industry’.

In 2000, STCTE passed metrological certification and review approval organized by CSBTS and MIIT. At present, it is the only inspection institution authorized by MIIT especially for anti-seismic performances of the telecommunications equipment in China, is responsible for the seismic test of the telecommunications equipment that will be used in the areas of the earthquake intensity 7 -9 of seismic protection

For years, STCTE insists on quality policy "Be Impartial, Scientific, Accurate, and Secret, forges ahead in the field of telecommunications equipment anti-seismic scientific research, successively completed a number of anti-seismic scientific research tasks and anti-seismic standards, conducted plenty of anti-seismic performance tests and technical services of telecommunications equipment.

The center equips with the advanced earthquake simulation shaker-table and has various precise vibration and telecommunication instruments. Professional engineers in the lab are capable of offering anti-seismic performance testing and technical service of the telecommunications equipments including switch equipments, transmission equipments, accessing equipments, sever and gateway equipments, mobile telecommunication base transceiver station equipments, power supply equipments and etc. In addition, tests and technical services can be conducted according to the international standards and other industry standards for various types of products. In August 2007, STCTE obtains the honorary title “national earthquake technology work advanced unit” awarded jointly by CEA, MOST, COSTIND, CAS, NSFC.

In recent years, STCTE keeps on implementing seismic disaster prevention policy, expands anti-seismic testing services, enhances market occupancy rate of the anti-seismic testing services, strengthens lateral contacts, develops cooperation and technical exchange of the telecommunications equipment anti-seismic performance with the related colleges, research institutions and the manufacturing enterprises. In the future, STCTE will continue to commit to the improvement of the anti-seismic performance of telecommunications equipments and the construction and development of the telecommunications equipments seismic capacity, to make unremitting efforts to realize the telecommunications equipment’s safe operation in the earthquake.
